UCSE Wales Climate Vulnerability Explorerby UrbanCat

About & licensing

The SE Wales Climate Vulnerability Explorer is a concept demonstrator by UrbanCat for public-sector teams in the Cardiff Capital Region.

What it does

  • Maps climate vulnerability for all 954 LSOAs (2021) in the ten Cardiff Capital Region local authorities.
  • Combines hazard, exposure, sensitivity and adaptive capacity indicators using the IPCC risk framing.
  • Builds hazard-specific composite indices, with adjustable weights and the weakest evidence grade shown beside every score.
  • Provides area profiles with PDF export, side-by-side comparison and a live register of sources.

Data and open licences

  • ONS LSOA 2021 boundaries (Open Geography Portal) — Open Government Licence v3.0; contains OS data © Crown copyright and database right.
  • Census 2021 via Nomis (TS001, TS006, TS007A, TS038, TS054) — Open Government Licence v3.0.
  • Welsh Index of Multiple Deprivation 2019 (StatsWales) — Open Government Licence v3.0.
  • NRW Flood Risk Assessment Wales (DataMapWales) — Open Government Licence v3.0.
  • Basemap © OpenStreetMap contributors (Open Database Licence).

No sample or invented values are used. Missing data is shown as “Not available”.

Hosting

The app and its database run on Lovable Cloud. The database is currently hosted in the US East (N. Virginia) region, not the UK or EU. Moving to a UK or EU region for a pilot: to be confirmed.

Security approach

  • Sign-in required for all data pages.
  • Roles (admin, analyst, viewer) are held in a separate table and checked on the server.
  • Row-level security: signed-in users can read data; only admins can change it (analysts can manage weight presets).
  • Every data load is recorded in an audit log, shown as the change log on the Data & governance page.
  • No personal data about residents is stored; only account emails and roles.

Roadmap

  • Heat hazard from satellite land surface temperature (Landsat).
  • UKCP18 future scenarios, labelled illustrative.
  • Live sensor feeds (for example river levels and temperature).
  • Welsh language interface.
